Pool to Be Drained Again as Trump’s $14 Million Reflecting Pool Renovation Hits a Major Snag

President Donald Trump announced Sunday that repairs to the Lincoln Memorial Reflecting Pool will begin without delay, following what he described as deliberate vandalism of the landmark monument, which had only recently undergone a multimillion-dollar overhaul.

An administration official confirmed that at least five people had been arrested on vandalism charges related to the pool, with five others issued citations as of Saturday night.

The announcement came after a weekend of mounting controversy over the deteriorating condition of the pool, which Trump had personally championed as a centerpiece of the nation’s upcoming 250th anniversary celebrations.

In a post on his Truth Social platform, Trump said he had personally inspected the pool before making the declaration, writing, “Work will begin immediately on fixing the seriously vandalized Reflecting Pool. I just inspected it, and could only say to myself, and those gathered around me, WOW, who would do such a thing?”

He described those responsible as “sick, deranged people” and framed the damage as an attack not just on government property but on the legacies of former presidents Abraham Lincoln and George Washington.

The post reflected his characteristic tone of personal affront, blending patriotic indignation with sharp accusations directed at unnamed perpetrators.

Trump wrote that officials had met with contractors on Saturday and that the pool would “probably be forced to release and drain much of the water” in order to complete the necessary repairs.

He framed the draining as an unavoidable consequence of the alleged sabotage, assuring the public that work would be completed as quickly as possible once it began. No timeline for the completion of repairs was given in his posts.

A Renovation That Quickly Unraveled

The trouble surrounding the Reflecting Pool did not begin with the vandalism claims. The $14 million project was intended to restore the pool ahead of America’s 250th anniversary, with Trump directing that its bottom be painted “American flag blue” so it would better reflect the Washington Monument and Lincoln Memorial.

The renovation was unveiled with considerable fanfare, but the celebratory mood did not last. Just a day after the reservoir was filled with water, algae was already visible from the water’s edge, and within days, thick clumps had overtaken the pool.

Workers were deployed to vacuum out the algae, install a filtration system known as an “ozone nanobubbler,” and pour in gallons of hydrogen peroxide to stabilize the water. Those measures appeared insufficient, as a new problem emerged shortly after: the blue coating on the bottom of the pool began peeling away in large, visible sections.

The contractor that completed the lining job, Atlantic Industry Coatings, confirmed in a statement that the pool would need to be drained for repairs, but said the work would be covered under the project warranty.

The renovation project exceeded the initial public cost estimate of $2 million by more than $14 million by the time work was completed. Critics were quick to note the gap between the administration’s promises and the pool’s visible condition, with tourists and social media users flooding online platforms with photos and videos of the murky green water and peeling blue coating.

The images became a source of widespread ridicule as the July 4 anniversary drew closer.

Among those swept up in the arrests was a figure who drew particular public attention. David Hearn, 67, of Bethesda, Maryland, a former Olympic canoe racer and owner of a company that made composites used to build watercraft, said he had stopped by the pool during a 64-mile bike ride on Friday simply to see what was going on.

What followed, he said, bore no resemblance to the vandalism he was accused of committing.

Hearn told reporters he reached into the pool to examine the peeling new coating, briefly touching a chunk still attached to the side of the pool before letting go after a park worker told him to stop.

Despite what he described as a harmless moment of curiosity, the situation escalated rapidly. He was detained by National Guard troops and Park Police for five hours before being released Friday night.

Hearn was arrested on a misdemeanor charge of destruction of government property and is scheduled to appear in D.C. Superior Court on July 9. He denied the charge in unequivocal terms.“I didn’t vandalize anything,” Hearn said. “I didn’t destroy or break, or peel anything. By the time I realized what was going on, I was being put in handcuffs.”

Beyond the arrests, Trump made a series of additional claims about the nature and scale of the alleged vandalism, some of which raised immediate questions.

In his posts, Trump claimed that “corrosive and destructive chemicals” had been poured into the pool by vandals, causing the lining to peel, and also alleged that someone had used “some form of knife or blade” to put what he described as a 250-foot-long gash into the pool’s surface.

It was not immediately clear from his language whether he was referring to the Reflecting Pool’s lining or to a separate structure on the National Mall.

Trump linked the pool’s alleged sabotage to the etching of the numbers “86 47” into the grass of the National Mall, which he and his allies have interpreted as a threat against him as the 47th president. He claimed the same destructive intent was behind the pool’s deterioration, calling it a coordinated effort to damage the nation’s monuments.

No evidence was publicly presented to support the claim that chemicals had been introduced into the pool or that a deliberate gash had been made in its lining.

The Interior Department had previously told media that algae found in the pool shortly after its refilling was “residual” and a normal part of the early process of restarting water flow, though that explanation was later complicated by the scale and speed of the algae’s spread.

The administration has not offered a scientific explanation for the peeling of the blue coating, and the cause remains under review.

With the Fourth of July and America’s semiquincentennial fast approaching, the pool that sits at the feet of Abraham Lincoln’s statue had become one of the more polarizing symbols of the current administration’s ambitions for the nation’s landmark anniversary.
