10 Cities Facing the Greatest Risk From Rising Seas and Flooding, and What Could Happen by 2030

Some of the world’s best-known coastal cities are entering a more dangerous era of flooding, erosion and land subsidence.  But claims that entire cities will simply “disappear by 2030” go beyond what current climate science supports.

What researchers do support is serious enough. The IPCC says coastal cities are already experiencing worsening impacts from sea-level rise, extreme weather, erosion and saltwater intrusion. Cities built on river deltas or sinking land face an added threat because the ground itself is dropping while ocean levels rise.

Climate Central’s coastal-risk maps allow researchers and the public to examine areas threatened by sea-level rise and coastal flooding by decade, including 2030. 

These projections show vulnerable neighborhoods and low-lying land, not predictions that entire metropolitan areas will vanish within a few years.

Here are 10 cities where the threat deserves serious attention, and what the evidence actually tells us.

Jakarta, Indonesia

Few major cities illustrate the danger better than Jakarta. Large sections of the Indonesian metropolis sit extremely low, and the city has struggled for decades with flooding and land subsidence. The World Bank has reported that around 40 percent of Jakarta lies below sea level, particularly in northern areas.

The problem is not caused by climate change alone. Heavy groundwater extraction has contributed significantly to land sinking. In some parts of North Jakarta, past measurements found subsidence rates of  roughly 15 to 25 centimeters per year.

That makes Jakarta particularly vulnerable because rising seas are meeting sinking ground. By 2030, the most realistic danger is not the disappearance of the entire city but worsening tidal flooding, infrastructure damage and greater dependence on expensive flood defenses.

Lagos, Nigeria

Lagos is one of Africa’s largest and most economically important cities, but much of its development sits along a low-lying coastline.

The IPCC specifically identifies Lagos among deltaic coastal cities highly vulnerable to the combined effects of sea-level rise, flooding and other climate pressures.

The risk is intensified by rapid population growth, drainage problems, coastal development and erosion. Across West Africa, the World Bank has found that coastal flooding and erosion already affect hundreds of thousands of people annually.

Lagos is not scientifically projected to disappear by 2030. However, repeated flooding could make some neighborhoods increasingly costly and difficult to protect.

Bangkok, Thailand

Bangkok faces a similar combination of problems. The Thai capital sits on the Chao Phraya River delta and has experienced significant land subsidence. The IPCC lists Bangkok among major coastal cities where human activity has accelerated sinking.

Groundwater extraction, urban development and the weight of infrastructure have all contributed historically.

Sea-level rise then adds another layer of danger. Even relatively modest increases in ocean levels can make storm surges and high tides more damaging when a city is already close to sea level. The greater concern by 2030 is worsening flood exposure, not total submersion.

Ho Chi Minh City, Vietnam

Vietnam’s largest city sits in a low-lying delta environment that makes it naturally vulnerable to flooding. The IPCC includes Ho Chi Minh City among coastal megacities that have experienced human-enhanced subsidence.

Rapid urban development can worsen the problem when wetlands disappear and paved surfaces prevent rainwater from draining naturally. Rising seas can also push saltwater farther inland and make drainage more difficult during high tides. Flooding may become increasingly disruptive for transportation, homes and businesses during the coming decades.

Mumbai, India

Mumbai’s position along India’s western coastline provides enormous economic advantages, but it also exposes the city to coastal flooding.

The World Bank previously ranked Mumbai among the major coastal cities facing some of the largest potential economic losses from flooding.

Heavy monsoon rainfall already creates serious flooding problems. Rising sea levels can worsen those events by reducing the ability of stormwater to drain into the ocean.

Mumbai therefore faces a combination of coastal flooding, intense rainfall and dense urban development. The city will not suddenly disappear in 2030, but individual low-lying areas could face increasingly frequent disruption.

Shanghai, China

Shanghai is one of the world’s most important commercial cities and ports. It also sits within the Yangtze River delta, making it vulnerable to rising seas and subsidence.

The IPCC has long identified Shanghai among Asian coastal cities facing environmental stresses associated with sea-level rise, saltwater intrusion and land loss.

Shanghai has substantial flood defenses, which makes it different from poorer coastal cities with fewer resources. Those defenses reduce risk, but they do not eliminate it. As sea levels continue rising, coastal infrastructure has to be strengthened and maintained.

New Orleans, United States

New Orleans already knows what catastrophic flooding can look like. Much of the city sits at or below sea level and depends heavily on levees, pumps and other protective infrastructure.

The IPCC identifies New Orleans as another subsidence-prone coastal city facing compounding risks. Sea-level rise adds pressure to an area already threatened by hurricanes, storm surge and disappearing coastal wetlands.

The lesson from New Orleans is important: a city does not need to be permanently underwater to face enormous climate risk. A single extreme event can expose weaknesses in infrastructure and produce devastating consequences.

Miami, United States

Miami has become one of America’s most recognizable symbols of sea-level-rise risk. The World Bank has previously ranked it among cities facing some of the largest potential economic losses from coastal flooding.

Miami also faces a difficult geological challenge. Much of South Florida sits on porous limestone, meaning water can move beneath traditional barriers rather than simply being stopped by seawalls.

Higher seas can therefore contribute to increasingly frequent tidal flooding and groundwater problems. By 2030, the greatest concern is likely to be repeated nuisance flooding, infrastructure stress and rising adaptation costs.

Alexandria, Egypt

Alexandria sits along Egypt’s Mediterranean coast near the low-lying Nile Delta. The IPCC specifically identifies Alexandria and Cairo among major African urban areas exposed to sea-level-rise risks.

The Nile Delta is particularly vulnerable because even modest sea-level increases can affect agricultural land, freshwater supplies and densely populated communities.

Coastal erosion and saltwater intrusion could become increasingly important challenges. Again, that does not mean Alexandria will disappear by 2030. It means that vulnerable sections of the city and surrounding delta face growing exposure.

Dhaka, Bangladesh

Dhaka is not directly on an open ocean coastline, but its location within the vast Ganges-Brahmaputra-Meghna delta makes it highly sensitive to flooding and climate-related changes.

The IPCC identifies major South Asian delta regions as especially vulnerable to sea-level rise, river flooding, saltwater intrusion and land subsidence. Bangladesh’s geography means flooding from rivers, rainfall and coastal processes can interact.

Rapid urban growth adds another challenge because more people and infrastructure are becoming exposed. For Dhaka, climate risk is less about being swallowed directly by the ocean and more about increasingly severe flooding, migration and pressure on infrastructure.

Why “Disappearing by 2030” Is Too Strong

The dramatic idea that major cities will simply vanish beneath the ocean by 2030 is not supported by mainstream climate projections.

Climate Central’s 2030 maps show land potentially threatened by higher sea levels, while longer-term IPCC projections indicate that coastal risks increase progressively through the century.

The distinction matters.

A neighborhood can experience repeated flooding without remaining permanently underwater. A city can also protect vulnerable areas using seawalls, drainage systems, pumping stations, restored wetlands and stricter development rules.

Adaptation can dramatically influence the outcome.

The IPCC warns that coastal risks could increase substantially through 2100 without significant adaptation and emissions reductions. It also notes that wealthier cities are generally better positioned to finance protection measures, although even they face growing long-term challenges.

The Bigger Threat Is Already Arriving

The most important story is not whether Jakarta, Lagos or Miami literally disappears by a particular year. It is that many coastal cities are already seeing warning signs of what a warmer world can bring.

Higher tides can flood streets more frequently. Storm surges can reach farther inland. Saltwater can contaminate groundwater. Coastal erosion can destroy homes and infrastructure. Sinking land can make all these problems happen faster.

And as populations grow, more people and property become exposed. The IPCC estimates that roughly a tenth of the world’s population and physical assets are already located within low-elevation coastal zones less than 10 meters above sea level.

That is why 2030 should not be viewed as an expiration date for coastal cities. It is better understood as another milestone in a much longer challenge.

These cities are unlikely to disappear within the next few years, but without stronger adaptation, better urban planning and continued efforts to limit climate change, some of their most vulnerable neighborhoods could become increasingly difficult and expensive to defend.
