The United States-Canada border can stop vehicles, inspect passports, and collect tariffs. It cannot stop smoking.
As Canadian wildfires send thick haze across the Great Lakes, Midwest, Northeast, and Mid-Atlantic, millions of Americans are again confronting unhealthy air, canceled outdoor plans, and warnings to remain indoors. What began as an environmental emergency has rapidly become a diplomatic fight over forest management, climate change, and who should pay when pollution crosses an international boundary.
President Donald Trump has accused Canada of “willful negligence,” arguing that Ottawa failed to maintain its forests and allowed polluted air to spread into the United States. Canadian leaders have rejected that characterization, pointing to billions of dollars in wildfire spending, extreme weather, and the vast scale of the country’s remote forests.
We therefore face two connected questions. Could Canada do more to reduce catastrophic wildfire risk, and does the available evidence support blaming Ottawa alone for the smoke now covering American cities?
Nearly 1,000 Canadian Wildfires Fuel a Widening Smoke Crisis

The numbers changed rapidly as the fires multiplied. On Wednesday, July 15, Canada reported 835 active wildfires, including 112 classified as out of control. Approximately 1.9 million hectares, or 4.7 million acres, had burned by that point, with much of the activity concentrated in Manitoba, Saskatchewan, and Ontario. By Saturday, July 18, Natural Resources Canada had recorded 69 additional fires overnight, raising the national total to 955.
The country’s total burned area had reached approximately 28,500 square kilometers, or nearly 11,000 square miles. Although that remained below the five-year average for the date, the smoke was being carried south by atmospheric circulation patterns that ignored the political boundary beneath them. Reuters reported the updated national figures and smoke conditions. Ontario has become a central front in the emergency.
Premier Doug Ford said approximately 655,000 hectares, or 1.6 million acres, were burning across the province as of July 18. Many of the most dangerous fires are in northwestern Ontario, where isolated communities have few roads and depend heavily on aircraft for transportation, firefighting, and evacuation. The Namaygoosisagagun First Nation, also known as Collins First Nation, suffered catastrophic destruction. Community incident commander Matthew Hoppe said residents were forced to escape by boat before seeking shelter in Thunder Bay.
“There was nothing remaining,” Hoppe told Reuters while describing the devastation. The federal government also announced that Canadian Armed Forces aircraft would assist with evacuations from Fort Hope. Thousands of displaced residents have already traveled south, placing significant pressure on host communities and emergency accommodations. These realities complicate the political narrative. Americans are breathing the smoke, but Canadian families are losing homes, businesses, hunting grounds, and entire communities.
Hazardous Air Reaches Detroit, Chicago, New York, and Washington
The smoke plume has traveled hundreds of miles from the fires, darkening skies and pushing fine-particle pollution to dangerous levels across major population centers. Toronto registered an Air Quality Health Index reading of 10+, the Canadian system’s “very high risk” category, on July 15. New York City reached unhealthy air quality levels, while authorities advised residents to reduce strenuous outdoor activity. Toronto also canceled public World Cup festivities because of poor air quality. Reuters documented the disruptions and initial spread of the smoke.
Conditions deteriorated farther south and west as the plume shifted. On Friday, July 17, Detroit reportedly reached an Air Quality Index reading of 361, placing it in the “hazardous” category. Baltimore reached 281, Washington reached 247, and New York City recorded 184 before conditions began improving later in the day. Those readings require context. The U.S. Environmental Protection Agency considers an AQI of 151 to 200 unhealthy, 201 to 300 very unhealthy, and anything above 300 hazardous.
At the highest level, everyone is more likely to experience health effects, not only people with asthma or other existing conditions. AirNow explains the complete AQI scale. By Saturday morning, unhealthy air still covered southern Ontario, eastern Ohio, West Virginia, most of Pennsylvania and New Jersey, much of Virginia, and all of Maryland, Delaware, and Washington, D.C.
Parts of western Pennsylvania remained in the very unhealthy category. Air-quality readings can change within hours as winds, rainfall, and fire behavior shift. We should therefore treat any individual city reading as a snapshot, not a permanent measurement.
Trump Accuses Canada of “Willful Negligence”
The smoke crisis became a full political confrontation on Friday, July 17. Trump wrote that the United States was being “unnecessarily invaded” by polluted air because Canada was not properly maintaining its forests and brush. He accused Canadian officials of refusing to conduct basic forest management and debris removal. “This is willful negligence,” Trump wrote, describing the smoke as a recurring problem that he said was costing the United States billions of dollars.
The president announced that he intended to speak with Canadian Prime Minister Mark Carney. He also said the “incalculable cost” of the pollution should be added to existing tariffs on Canadian goods. Reuters reported Trump’s statements and Canada’s initial response. No detailed tariff formula was announced with the statement. We therefore cannot describe the proposed wildfire charge as an implemented policy.
It remained a presidential threat without a publicly defined calculation, timetable, or list of affected imports. The White House’s criticism was reinforced by lawmakers from states suffering repeated smoke exposure. Michigan Republican Representatives Jack Bergman, John James, Lisa McClain, and John Moolenaar sent Carney a letter accusing Canada of underinvesting in forest thinning, prescribed fire, and fuel reduction.
The lawmakers demanded measurable prevention plans and warned that the United States could seek other ways to protect its citizens if Canada failed to act. Their letter reflects understandable frustration in communities that have repeatedly been told to remain indoors because fires are burning in another country. Ohio Senator Bernie Moreno further escalated the pressure.
On July 16, he announced plans to introduce legislation targeting Canada and Canadian officials with sanctions. His office accused the Canadian government of failing to invest adequately in prescribed burns, forest thinning, fuel reduction, and enforcement against arson. As of July 19, that remained an announced legislative proposal rather than enacted law. Moreno’s office published the proposal.
Canada Rejects the Blame and Points to Billions in Wildfire Spending
Canadian officials argue that Trump’s accusation ignores both the country’s wildfire investments and the growing influence of extreme heat, drought, and changing fire conditions. Emergency Management and Community Resilience Minister Eleanor Olszewski said Canada had invested approximately C$12 billion in forest sustainability and wildfire prevention since 2020. She also emphasized the long history of Canadian and American crews assisting one another during major wildfire emergencies.
“Our first priority is protecting Canadians and keeping communities safe,” Olszewski said. Carney approached the dispute through the climate question. He said fighting climate change was the responsibility of every country, including the United States, as hotter conditions, prolonged drought, and dry vegetation increase fire risk across North America. Ford delivered the most forceful Canadian response. He called the American criticism “absolutely unacceptable” and said Canada would assist the United States if their positions were reversed.
“We’re trying to get through this,” Ford said as he discussed the destroyed homes, businesses, and camps in Ontario.
He also connected forest management to the continuing U.S.-Canada lumber dispute. If Washington wants Canada to remove more trees and reduce fuel, Ford argued, it should eliminate U.S. tariffs on Canadian softwood lumber and make it easier for forest products to reach the American market.
Ontario has announced plans to purchase 11 additional firefighting aircraft. Ford said there would be no spending limit when protecting residents from the current emergency.
Canada’s Own Senate Report Identified Serious Prevention Gaps

Canada can reasonably reject the charge of deliberate negligence while still confronting weaknesses documented by its own Parliament. On June 10, 2026, the Senate’s Standing Committee on Agriculture and Forestry released Canada on Fire: The Catastrophic and Escalating Effects of Wildfires on Lives and Communities. The study began in April 2024, heard from 79 witnesses, received 23 stakeholder briefs, and produced 15 recommendations.
The committee concluded that Canada’s wildfire crisis was outpacing existing response systems. It found that no single authority was responsible for the entire cycle of preparation, response, and recovery. Provinces and territories generally oversee wildfire suppression. Federal departments provide funding, scientific information, and emergency coordination. Municipalities manage local responsibilities despite shortages of personnel, training, and equipment, while Indigenous communities frequently face delayed assistance and limited access to resources.
According to the committee, that fragmented structure contributes to inconsistent planning, delayed responses, and uneven access to aircraft, firefighters, and equipment. The system often mobilizes most aggressively only after an emergency is already underway. The Senate report details these coordination failures.
The report recommended:
- Recognizing forests as strategic national infrastructure.
- Creating a federal wildfire coordinating office.
- Establishing a national fleet of modern firefighting aircraft.
- Expanding wildfire hazard mapping and predictive modeling.
- Supporting prescribed and cultural burning.
- Increasing Indigenous-led fire management capacity.
- Modernizing building codes and encouraging FireSmart construction.
- Providing stable funding for prevention, firefighter training, and community recovery.
The Senate committee also examined forest thinning, new firebreaks, selective logging, fire-resistant tree species, wetland preservation, and the removal of combustible vegetation around vulnerable communities. Several witnesses described prescribed fire as one of the most important available risk-reduction tools. A controlled burn can remove grasses, fallen branches, small trees, and other fuels before extreme weather turns them into material for an uncontrollable wildfire.
The Senate report did not accuse the Canadian government of “willful negligence,” endorse American sanctions, or conclude that forest management alone caused the current smoke emergency. Instead, it presented a broader finding: Canada must expand prevention and coordination while adapting to wildfire behavior intensified by a warmer, drier climate.
Forest Management and Climate Change Are Not Competing Explanations
The political argument often creates a false choice. One side points to forest management, while the other points to climate change. The evidence indicates that both influence wildfire severity. Heat, drought, wind, and reduced snowpack can dry vegetation and lengthen the period during which fires can spread. Lightning or human activity may provide the initial spark, but weather, terrain, and available fuel determine whether a fire remains small or becomes a massive, fast-moving event.
Historical suppression also matters. Extinguishing nearly every manageable fire can allow dense vegetation and dead material to accumulate. When a blaze finally escapes suppression during hot, dry, and windy conditions, it can burn with extraordinary intensity. Paul Hessburg, a University of Washington professor who testified before the Canadian Senate committee, said the challenge was to restore natural features that once interrupted the movement of fire across landscapes. “Can we restore resilience? We can,” Hessburg told the committee.
We should not interpret that confidence as a promise that thinning and prescribed burns can eliminate Canadian wildfires. Canada’s forests cover an immense area, much of it remote, roadless, and difficult to reach. Treating every acre would be physically and financially unrealistic. Targeted management can nevertheless protect high-risk communities, transportation corridors, power infrastructure, and other critical locations.
Prescribed burning, mechanical thinning, and Indigenous cultural fire practices can reduce available fuel and create lower-intensity areas that slow an approaching wildfire. Climate adaptation and fuel management therefore belong in the same strategy. One addresses worsening conditions; the other reduces the combustible material that those conditions can exploit.
The United States Is Also Experiencing an Above-Average Fire Year
Any complete assessment must acknowledge that wildfire is not solely a Canadian problem. As of July 19, the U.S. National Interagency Fire Center reported that more than 40,000 fires had burned over 3.8 million acres in the United States during 2026. Federal officials raised the national preparedness level to its highest category as resources were in high demand across multiple regions. The National Interagency Fire Center publishes current U.S. figures.
American fires were burning in Minnesota, Oregon, Washington, Idaho, California, and other states. Their smoke can also travel across state and international boundaries. That does not erase Canada’s responsibility to improve prevention where practical. It does show why tariffs and national blame offer an incomplete response to a continental hazard. Smoke can drift south from Ontario one week and north from an American fire the next.
Effective protection requires shared forecasting, aircraft agreements, firefighting personnel, satellite monitoring, fuel management research, and public health preparation on both sides of the border.
What Must Happen After the Smoke Clears
Weather conditions may disperse the current plume, but they will not resolve the underlying dispute. Canada’s 2026 wildfire season remains active, and warmer-than-usual conditions could continue producing dangerous fires and new smoke episodes. We can identify a practical path forward without accepting every political accusation. Canada can publish measurable targets for prescribed burning, forest thinning, and community fuel reduction. It can establish the national coordination office and modern aircraft fleet recommended by its Senate committee.
It can also expand Indigenous-led fire stewardship, improve evacuation capacity, and prioritize treatments around communities where prevention offers the greatest protection. The United States can strengthen cross-border forecasting, preserve its own wildfire research capacity, and maintain reciprocal firefighting agreements. Both countries can create a transparent system for calculating smoke-related health and economic losses without turning every drifting plume into a trade weapon.
Tariffs may express anger, but they do not thin forests, train firefighters, or filter indoor air. The most credible answer to recurring Canadian wildfire smoke is a public, measurable prevention strategy backed by cooperation across the border.z
