As Europe sweats through a brutal heat wave that has killed more than 1,300 people, a Paris official has turned a familiar tourist complaint into an international argument: Americans, she says, should stop mocking France for lacking air conditioning and start looking at their own role in a warming planet.
Audrey Pulvar, Paris’s deputy mayor for international relations, made the remarks after American tourists and social media users criticized Paris for not having air conditioning in every venue during a dangerous heat wave. Temperatures in the French capital hit a June record of 40.9 degrees Celsius, or about 105.6 degrees Fahrenheit, while France recorded its hottest day since records began nearly 80 years ago. Reuters reported that temperatures peaked at 44.3 degrees Celsius in Pissos, in southwestern France.
Pulvar’s message was sharp, direct, and clearly aimed across the Atlantic. She wrote that American journalists and influencers had spent days criticizing Paris because the city does not have air conditioning “in every room,” calling the complaint “so rich.” She added that U.S. cities, which she described as heavily air-conditioned, are “not unrelated” to the climate crisis now making Europe’s summers more deadly.
A Tourist Complaint Becomes a Climate Flashpoint

At first, the debate sounded almost petty: visitors from a country where cold indoor air is standard were shocked to find hotel rooms, restaurants, apartments, museums, and public spaces in France far less chilled than what they were used to back home. But the argument quickly grew larger than comfort. It became a clash over culture, energy use, public health, and climate responsibility.
In the United States, air conditioning is practically part of modern life. The U.S. Energy Information Administration reported that 88% of American households used air conditioning in 2020, with central AC or central heat pumps serving as the main cooling equipment in two-thirds of homes.
Europe has taken a different path. For generations, many European cities relied on older building designs, shutters, thick walls, shaded streets, and cooler historical climates. Air conditioning was often viewed as expensive, unnecessary, environmentally wasteful, or even culturally excessive. CBS News reported that only about 20% of Europeans have air conditioning at home, compared with roughly 90% in the United States.
That gap is now becoming a matter of life and death. The World Health Organization has warned that heat is already a major killer in Europe. Its 2026 fact sheet says studies from 2000 to 2019 show about 489,000 heat-related deaths worldwide each year, with 36% of them in Europe. The WHO also cited an estimated 61,672 heat-related excess deaths in Europe during the summer of 2022.
This latest heat wave has exposed how vulnerable Europe remains when temperatures soar beyond what its homes, hospitals, schools, transit systems, and public spaces were built to handle.
France Counts the Dead as the Heat Moves East
The numbers are grim. France recorded about 1,000 excess deaths during the three worst days of the heat wave, according to its public health agency. The World Health Organization later said more than 1,300 excess deaths had been recorded since June 21 in connection with the extreme heat. The impact has fallen hardest on older people.
French officials said 85% of the deaths involved people aged 65 and above, with many occurring in private homes, especially in the Paris region, as well as in nursing homes and hospitals. The heat has also created secondary dangers. Reuters reported that at least 48 people in France died from drowning after trying to cool off, while two young children were killed by heat in a car.
The same report said the heat damaged infrastructure, disrupted power generation, and forced France’s nuclear plants to cut output because high temperatures limited access to cooling water. Across the continent, the pressure kept spreading. Italy issued red heat warnings for cities. Croatia issued alerts for tourist destinations. Serbia warned of temperatures near 39 degrees Celsius. Albania battled wildfire conditions.
In Poland, two cyclists died during an event near Warsaw. This was not just a hot spell. Scientists say the heat wave was intensified by an “Omega block,” a weather pattern that can trap hot air over a region for days. Reuters reported that the pattern pushed temperatures as much as 18 degrees Celsius above normal.
Climate researchers have also pointed to human-caused climate change. Reuters reported that scientists said the heat wave would have been “virtually impossible” without human-driven global warming, and that soaring nighttime temperatures are now far more likely than they were two decades ago.
The Air Conditioning Paradox Europe Can No Longer Avoid
Pulvar’s criticism of American air-conditioning habits landed because it touched on a real contradiction. Air conditioning can save lives during extreme heat. CBS News cited research showing AC can sharply reduce heat-related deaths, while also noting that adoption has already helped avert deaths among older people in hot conditions.
But air conditioning also consumes energy, increases peak electricity demand, and can worsen emissions when powered by fossil fuels. That is the paradox: the tool that protects people from heat can also add pressure on the climate system, making extreme heat more common. Europe is now stuck between two uncomfortable realities.
It cannot simply reject air conditioning as an American indulgence when people are dying in overheated homes. But it also cannot copy the most wasteful version of America’s cooling culture without creating new energy problems. That is why the smartest path is “no AC” or “AC everywhere, all the time.” It is targeted, efficient, and fair cooling.
Hospitals, nursing homes, schools, public housing, transit hubs, and apartments occupied by older residents need protection first. Cities also need more trees, reflective roofs, shaded streets, cooling centers, better ventilation, modern insulation, heat pumps, and emergency warning systems that reach people before their homes become ovens.
France’s debate is not really about whether Americans like cold hotel rooms. It is about what happens when a continent built for milder summers wakes up inside a hotter century.
A Culture War With a Deadly Backdrop
Pulvar’s comments will almost certainly irritate many Americans, especially those who see air conditioning as basic comfort rather than a political statement. For millions of people in hot U.S. states, AC is not a luxury. It is survival.
But her broader point reflects a growing frustration in Europe: countries that have historically consumed more energy and emitted more carbon are still shaping the climate risks now hitting other regions. At the same time, European leaders must answer for their own slow adaptation. Blaming American cooling habits does not install AC in a Paris nursing home. It does not shade a schoolyard. It does not help an elderly person trapped in a sixth-floor apartment with no breeze.
The real story is bigger than one Facebook post. A deadly heat wave has forced Europe to confront a new normal and made Americans see how ordinary habits can look very different abroad.
The Paris heat fight may sound like a cultural spat, but underneath it is a serious warning. The future will not be won by sweating through deadly heat for moral purity or by blasting fossil-fueled cold air without limits. It will be won by designing cities where people can survive the summers now on the doorstep.
This time, the argument began with tourists complaining about warm rooms. It ended with a question no wealthy society can avoid: in a hotter world, who gets to stay cool, who pays for it, and how much more heat are we willing to create in the process?
